If you own property in North Pacific Beach, the window to secure a whole-home rental license is wide open. Unlike Mission Beach, which is currently capped out, North PB falls under Tier 3—and the opportunity is significant.

900+ Licenses Available As of early 2026, there are still over 900 Tier 3 licenses available in San Diego. Because the city has not yet hit its 1% cap for this tier, licenses are being issued on a rolling basis without a lottery.
